I did an attempt with soft light blending in the layer palette.

Copied the background layer to work on.
Cleaned up the face with the clone stamp (not very careful I admit).
Then I made a new blank layer which I filled with a very light yellow tone (r 254, g 247, b 225) and set to "soft light" blending. Opacity 55%
Erased everything in that layer that I didn't want the effect on (eyes, background, around the nose etc). Used a big and very soft brush with 50-60% opacity. It becomes like a mask.
Then I did a copy of that layer and erased everything except where the darkest parts on the throat are. Opacity 50%

edit: forgot, you can try filling with white instead of the light yellow and see if you like it better.

Used the wand to select her skin (lasso to de-select non-skin areas) then chose Layer via copy.. used different layers for teeth, lips, eyes (white area), gums, color dodge, color burn, brushes of different degrees of 'flow'.. For the cheek area I just "erased" (with a flow of 30% I think) the topmost layer of her pale skin for a more natural-looking "blush"..

Ehhh... maybe someone can give me an "e" for effort atleast LOL...

I ran a desaturation layer, an overlay painted layer using a light peach, then another for the cheek color, a couple of photo filters set to a slight purplish silver and also lightening without fading action by Karl S.
