basic help please

I have been following the tut and got to step 3 Then hit a snag, i don't know how to copy to a new layer under "layers" ? i can duplicte a layer but that's about it. Can anybody throw any light on it please

This is my rendition, done in PS for "Creating Silver Light" thread that was looking for some solutions, so I thought I would try my hand at it, this is painted in RGB with equal amounts of grey across the entire image, which was what was in that thread upon analyzing that first image. I have intentionally added texture, to show the effect on the smooth portions (smudged) and the textured portions as well. It was fun doing this.

this is a great tut on how to do step three, i got confused and used the search engine and found this:

Great job on the tutorial, but its not really the look I had in mind when I started the original thread. Its not easy to describe what Im looking for. This is not in anyway a dislike of your tutorial , but not what I had in mind when I used the term silverlight.
