Yes Maureeno, Edit->Transform->Scale on the dress layer, maybe my sense of proportion was a little out after all night shopping Happy Christmas

Philbach, with that dress my mom is ready for that camelot role. You had done a very good job fitting that dress around her neck, it was very slick and inventive. Cassidy, that dress was very very good, it looks very old because in those time that seems like the kind of dress in those days. How did you fit it so neat around her neck and shoulders? The idea about the dress was very helpful and I'll check the internet for some of them. Thanks again.

Gerald, selection of the right photo is fairly important insofar as it should preferably resemble the original as in positioning of head/shoulder etc. Minor problems around the neck area for fit are often covered up with a little cloning on the sides. Usually the Edit->Transform->Scale will allow you to adjust both the sizing and neckline to fit pretty well. If the neckline is too hard to remove cleanly then blending at the lower neck edge is often the next option once it is sized properly
