How to make a dress and shoulders

What tool can I use to make a dress and shoulders to put on this picture.

Find a picture with shoulders and a dress and cut that persons head out and position it onto hers. If i was me I would do a goggle search and find some portraits of women with dresses on and cut them out and use their body.

My suggestion...

Gerald, you can also make a selection of the dress bodice with shoulders and fill the selection with a pattern. I've had success doing it that way. Didn't I do that for your mum's first go?

I've done that, as well. It works quite well actually but I'm not certain if copyright issues arise with that.

I thought about copyright issues but I dont think ppl will notice grandmas dress on someone else if you change the colors.......LMAO

Make a dress and shoulders

Yes, Maureeno, I tried to draw it by hand and it didn't look like a real dress or blouse with creases. I don't know the technique to make a blouse or dress look real. Anyone can draw a dress or blouse, but the idea I'm looking for is realism.

Well I searched Google/Images: Portrait + Lady and came up with several. So I did one. Perhaps though you may find the style somewhat antiquated.

Another Google image one using 'dress', copied to new layer and blended with cloning

Now that's brilliant, Cass. Is there any way the dress can be resized to fit mum's head, though? Her head looks a wee bit smallish for the shoulders.
