Photo Restoration - - Kids

Hi there
Can anyone help clean up this old photo. I have tried various methods but when I get it brighter the faces seem to blur over. Any ideas would be very much appreciated.

Well it is blurred. The photo looks like it was scanned from a smudged newspaper article.

I used a levels adjustment layer
On top of that a channel mixer adjustment layer
Stamped a new layer to combine
Ran Neat Image on that
And used Smart Sharpen after neat Image
Flattened the image.

The result. Not very good.
