Straightening an image

I give up. Trying to straighten an image in Photoshop Elements 2.0. Instructions in the "Help" file do not work. Nothing happens. Any help would be welcome.

Elements 2 was a while back, but I think this should work: use the crop tool, drag inside the image boundary. Then drag outside any one of the crop corner handles (the cursor should change to a curved arrow) to rotate the crop area. Drag the side handles to maximize the image area inside the crop boundary. Re-adjust the crop area rotation if necessary. Then hit return. The crop area will now be the new image boundaries, and if you set them correctly your image should now be straight.

Straighten Image

It's been a long time since I tried Elements but if it has a measure tool (under the eye dropper tool in PS) try the following.
Drag the Measure tool along the top or bottom edge of the image (not the canvas). You can also choose a vertical line. Then go to the Image menu and select Image>Rotate Canvas>Arbitrary. When the dialog box comes up it will show you an angle. Just hit the enter key and Elements should automatically straighten the image.
