Photo Restoration Repairing damaged photos

All that Frank said plus I'd recommend using the "bicubic smoother" for the image resampling setting.

As I am fairly new to this too, I was wondering what if it were printed out as it is now, ensuring it is a clean and clear copy...then have it scanned again? Would this work?

I enlarged your photo using Genuine Fractals. It didn't come out as 8 x 10 since the proportion of the original did not allow for that, but the result is pretty amazing.
