Please help Photo with "white texture"

I have a old photo from my mother (attachment) with bad "white texture" (attachment) in snow (i think not from snow).
I have not way found for retouching this photo.

As it is mainly the foreground area affected, I used levels and then I used a Filter->Noise->Median which removes the texture but keeps the undulating look and then confined it area to the front of the photo with a mask

Hi there

Not much detail I'm afraid

Levels to begin

I duplicated the layer.... offset it a few pixels down and to the right.... set the blend mode to hard light. Then a hide all mask and painted the black of the group.

Lightened the neutrals in selective color a very little.

Here is my workflow:
1. Duplicate the background layer
2 Looked at the Channels and selected the Red channel, copied it, and
in the Layers palette, pasted it on the Background copy layer.
3 I next made a Curves Adjustment layer and used the White Eyedropper
and clicked on the foreground snow
4. Made another Curves Adjustment layer and made a slight "S" curve.
5. Made an emptly layer at the top of the stack and set the blending mode
to Soft Light and with a black and white brush at varying opacities,
painted over the image.
6. Flattened and Smart Sharpened

I started with levels using the white and black dropper. Did a brightness and contrast adjustment for the faces and then using the dodge tool and a very small brush at about 50% opacity-midtones--lightened the faces. To finish I added a #80 cooling filter to give it a blue cast.
