Is there a tool like this?

I was wondering if there is a tool that acts like a brush but has options the same as the 'Replace Colour' command?

For instance I was practicing using the Suey Ivey Challenge on the Restoration Challenge forum, and found that blending modes, masks, levels, channels etc all remove some of the detail in this instance, or blur it somewhat. The other options I could think of were extensive repainting using cloning, healing, paintbrush.

What I'd love is a tool I could use as a brush that could take out a certain colour (as in 'Replace Colour' but with the brush) i.e. all those little darker marks in the picture. I guess I could do different degrees of replace colour on different layers and then mask each layer and work over that with a brush to take away parts where I didn't want to replace colour, but thought it would be useful to find out if there was a tool as described.

I've just gone straight to brush options and seen colour replacement brush! Oh dear! Apologies!
