Trying to un blur something

I dont know if this is the right place to post this. I have an image of someones screen name that is blurred over. They keep sending me stuff with this blurred to my email. Its extremly frustrating, Is there a way to un blur something like this???

Have you complained to your email provider or the forum where this happens to you? They might have tracking info that would lead to shutting off the offender's behavior.
