Had a quick jab at it and did this in an hour or so. First I reduced most the scratches with the Gimp FFT filter and then used layers/masking + median/gausssian filters on selections in PS5. Pointless going any further because of the blockiness of the jpg but with an orginal scan it should be fairly easy to get a perfectly restored pic with no loss of important detail in a day or so using this method.

Another version

Hi there

I spent 25 minutes on this example..not an exaggeration.. so it is fast and easy...Not the best quality but easy...Not sure the quality you are trying to get.

I used THIS procedure

that looks good, butch, except for the hair. kinda looks like a solid block. but, the rest i like a lot.

Glad you like it. I have seen your work on it in the galleries and albeit it is actually more an enhancement by stylization rather than a flat restoration, I find it is very good.
