There is not enough image data in that image. Computer sharpening techniques and even some futuristic AI would not be able to reconstruct the text from the image because at that you only have sizes and lengths, you don't even have adequate data to form letters.

This is from the Bungie.net forum though. I suggest registering and searching the unblurred replies to find the entire post, I'm sure its there.

My guess is that it might be possible with the ImageJ deconvolution plugins or the deconvolution tools in ImageAnalyser but both are very difficult to use.
