Thanks for the help everyone. I think there is where I am stopping.

I used the surface blur/darken suggestion by philbach, I used parts of a suit from another picture, and I smudged a few things. I also tried NeatImage but I don't think this photo benefited from it. I'll prob. use it in the future, thanks TerryB.

And thanks Beefy24, OlBaldy and philbach.

Critique would be appreciated!
