getting rid of these major scratches

I dont know what exactly to call them maybe just major just or noise,but I saw this file that seemed fun to play with, and fun quickly turned to frustration pictures probably tiny here, but the link I got it from is http://morguefile.com/archive/display/571623
im particularly interested in the upper right hand corner. Hints?

I would call it major dust!

I used Polaroid dust and scratch filter, 'Light' box checked, on a copied, masked layer
Then some cloning using the darken setting and a minor amount of spot healing

A very quick fix for me was to "colour range" the blacks and move the slider all the way to right. Feather by 7 pixels and dust and scratch set to 4 pixels threshold 12. This was a 10 second fix and worked well. Perhaps a little history brush on the eyes and a quick swathe up and down with the clone brush set to darken over the upper right corner fence, keeping the clone running in the direction of the board lines. Its not perfect but not bad for one sip on your coffee! There is obviously more work to do but its cleared out a lot of the major damage.

I set Blend mode: Multiply, use clone stamp tool and level.
