Reducing effects of textured paper

A client has ask me to do restoration work on two older photos that were printed on a textured paper (small bumps that appear as tiny blotches on the scans). I have tried gaussian blur, reverse High Pass filters, OnOne portrait software, and even brushing with the Blur Tool. I can get a slight reduction in the "bumps" but when I view at 50% or print the photo I can still see the old textured paper.

Are there any processes that can reduce or eliminate this effect in these older photos?

Craig, it depends on the texture and its uniformity across the image. A FFT filter such as Image Analyzer (free version avail) will work well on repetitive patterns. Sometimes a good noise filter like Noiseware will do a good job as well. Before running IA be sure to make sure the pattern is straight (vertically or horizontally aligned). If you can attach a sample you might get some specific recommendations or actual solutions.
