I would recommend Photoshop. CS5 will be out within a couple of weeks and has some fantastic features which I am just itching to share but due to press embargo am not allowed to just yet. Of course, if you are just starting out, Photoshop Elements is a very useful (and inexpensive) software. It obvioulsy lacks many of the tools and commands that Photoshop has but you can downlaod some great plugins to make restoration tasks easier.

I teach photo restoration and demonstrate in both Photoshop and Elements.

It takes time to learn this software and master skills. Don't expect to download software and skillfully restore photographs overnight.

GIMP is free to download and use. Lots of features but clumsy to use.

PAINT SHOP PRO PHOTO is very reasonable to purchase at $35 to $75 normally.
This is full featured program that some think is better than Photo Shop.
I'm of that opinion and recommend Paint Shop over Photo Shop. Good Luck!

gimp and noiseware community are both freeware, I dont quite get the draw to gimp, but noiseware is awsome!!
