hi tbaybucs and welcome to RP.

what program are you using to fix this? generally, you would 'clone' or 'heal'. different programs name these things different names.

Well using photoshop or a similar program look at the channels and select the channel that shows the best information. Then use the channel mixer in photoshop to get the best possible black and white. (I did not do this.)

Next use levels or curves (in photoshop) to restore proper contrast to the picture as a whole.

Then use the various tools, like the healing brush, and the clone (stamp) tool.

What I did I did very fast and crude but with more time you can get a very good result.

Well the first thing I did was to Rotate the Image
Next I used Levels or curves to Increase the contrast
After that I used the clone tool and the healing brush
The lower group of men needed more contrast and I believe I used the burn tool to darken them some with a soft brush.

tbaybucs,

ok, if you have cs5, you shld be able to handle the creases pretty easily with all the new content aware stuff. i think the heal brush now has a content aware type setting, if i remember the preview videos correctly.
