figueline look at the top of the CS5 page and click on filter,look down the list and you will see stylize,under Sketch and before texture,point at it to see the submenu with find edges.

My CS5 is in french... In fact, I found it in "Esthétiques" > "Courbes de niveau"... (It may help !)

Thought I'd give this a go. I experimented a lot and tried to clean up the artifacts while sharpening the image a bit. I think the results are a bit over done, but this is a tough image to work with.

Not easy to work on a bad quality photo !!! You did pretty well...
