the simplest way i've found of doing something like this is to simply airbrush on a blank layer with it set to color mode or color (legacy) in paint shop pro. sometimes soft light works, too, but in this case, a simple color (legacy) seemed to work best. the luminance of the background behind the veil will transfer through giving the blue a fairly close shade and if the background grays vary, the color you airbrush will also vary in shade accordingly.
but, flora is right about multiple hues. much tougher to do with just airbrushing.
