Can this photo be repaired?

Hello everyone,

Hello there, I need some help with an old photo.

There was a small flood at my mom's house recently, and this photo was damaged pretty badly as you can see.

I've tried a bit of retouching which seems to work okay on the clothing, but the face of my older brother seems to be difficult to fix. I'm hoping to have it restored in time for her birthday, anyone have any suggestions? I would appreciate any help.

Hi, does he have glasses on or is that water marks? I can try.........no guarantees if that is ok with you.

He does not have glasses, it's just part of the damage. If you can fix it up really nicely I would be happy to compensate you with some cash, I'm just looking for a clean fix if possible. Any help is appreciated.

had a go at it ,lots of cloning, healing and patching.Changed colour tone and reduced noise and jpeg artifacts. better quality one available here .
