Bad quility photo how to fix

Hi guys i need some help.
I got a real bad quality photo from a lady at work.
I thought i would say no but she begged me cause its the last photo she had of her father before he passed away. So i wanna try help and embark on something i have never done normally i say no to this cause i have never done it so can anyone point me in the right direction ?

Well after opening the photo I used levels on each individual RGB channel
Then I used Neat Image noise reducing software
I darkened the lower right hand corner of the image some.

Obviously a very poor image to start with but I think I would be tempted to start again with a fresh scan at the highest bit depth and high dpi the scanner can support and adjust the scanners Levels or Curves histogram to 'normalise' the image as much as possible prior to bringing into PS for further work.

Basically you are trying to record as much information as possible from a poor image during the capture stage which can be very different than making an exact copy of an already perfect image.

By adjusting the image at the capture stage it should give you a better chance to produce an acceptable result

TonyW I thought the pic was very low res only issue is this was the pic from her cell. I also tried a few things but it doesnt wanna get better at all

Ahh, now I see, I had made an assumption that this was a scanned or photographed print or possibly film. Under these circumstances I would follow philbach's method.

I corrected the the numerous colour casts then used Topaz to give a somewhat painterly effect to camouflage the low quality.
