You could use the Median filter in PhotoShop

If youi have access to the original photo...

Best may be to photograph it with a good light setup to eliminate any of the texture's shadows...
Or scan the image multiple times at multiple angles.
Scan it 4 times rotating 90 degrees each time.
Load each scan into a seperate layer in PS.. rotate the images so they are all the same.
Select all the layers and go to Edit/Auto Align Layers (just use defaults) so the images are all... well lined up ;O)

Assuming the image layers are named A, B, C, D from top to bottom...
Turn off (click the layer eyeball) layer A and B
Select layer C and change the blend mode to darken
Then press shift+ctrl+alt+e (on a pc) to combine layer C and D. This will create a new layer just above layer C and D.. and should be named layer 1.
Now turn on layer B, select it and change the blend mode to darken. Then combine layer B and layer 1 with the same key combination above.. this should create a new layer 2 just above layer B
Turn on layer A, select it, and change the blend mode to darken. Now you should have layer 3 just above layer A. Select layer 3 and combine all the layers with the same key combination as before..

Now... Filter/Blur/Surface Blur.. a good starting point would be radius 3 threshold 50, but it will also depend on your image resolution and other factors. You may improve the image by reducing the opacity of this top layer if it looks too blurry.

If you aren't impressed with the result toggle between the bottom image and the top image.
