Smile Fibre marks on scanned negatives

I have thousands of negatives taken in Africa & Papua New Guinea which were kept in negative sleeves. I have scanned the negatives but they have small marks all over the photo from fibres in the negative sleeve. I am looking for some ideas on approaches which will streamline repairing the photos.
I have attached a photo with examples of the fibre marks. As can be seen removing them individually would be a mammoth job so any suggestions would be most appreciated.
I am mainly looking for a digital answer. The photos I have are larger with greater depth and resolution.

You could try frequency separation and use the polaroid dust and scratch filter on the high frequency layer.

Thank you Unimatrix001. I will have a play at that & see how it goes.

Some of the photos both colour & black & white have some areas of background that are uniform which allows masking to make things easier but the fibres are so widespread on the photos removing them without losing detail is one of the big problems.
All sugestions are appeciated as I think a mix of procedures will be needed for different photos.
Is there a way of isolating the fibre marks on a separate layer or channel?
