Question How do I clean up these green specs please?

What technique would you recommend for cleaning up this mess please?

Thank you.

PS: While I think this is an AMAZING resource for us graphics people and I am so happy I found this site, it seems really odd to me that the file upload max on a graphics forum where people may need to see larger files in detail would be only 100Kb! Not even one Mb. Not even HALF a Mb! Not even a QUARTER Mb!!! ONE HUNDRED KB??? in 2015 when storage space is almost limitless??? I feel like I'm back in 2001.

As the overall image colour is very poor you could consider converting to B&W and then cleaning up and colouring.

The forum limits are really quite good and at least good enough to illustrate problem areas to elicit a response. More importantly someone has to provide and pay for this storage. in this case Doug so he really has to limit file size.

If you really need to display larger you have a couple of options. You could double the limit by becoming a patron or post a link to your image hosted elsewhere

Well, actually all other graphic forums have an allowance of 0kb! People share using the off-site uploads like postimg or imageshack... file transfer services...

There is a way to link those just click the globe icon when typing

New layer set to color blending mode and paint in sourcing from surrounding areas is a quick fix.

Is there a part of the picture that was covered by a picture frame? If yes, could you post it?

A picture is less degraded under a frame.
