need help doing pageant eyelashes and skin smoothing w/ photoshop cs

i new to this photoshop cs program and I'm really interested in creating the eyelashes and smoothing skin on the little ones. I've attached an example someone did for my daughter. I know these don't look realistic, but they are what i need and any help would be greatly appreciated. Thanks in advance.

Try using the Search button at the top of the page, and type in Pageant, you'll find this topic has been well discussed already.

Don't mean this to sound harsh, I'm just pointing out that there are facilities on the sight for finding information you may need.

Many topics have already been discussed, and you may find the information you need a little quicker this way. If you don't find what you need, then post a question.

Retouching children's photos to this degree is really appalling in my opinion. .. Any way, to each his/her own..

What I notice here is an

obvious skin smoothing:
look into gaussian blurring, filter->median, and using denoising programs such as Neat Image to create this effect.. There are many, many ways to accomplish this.

Whitening of eyes:
Use a low opacity brush to paint in the white.. The more white, the more fake..

Fake eyelashes probably:
Either used a brush or copy pasted from a women photo..

Really bad editting of the iris of the eyes:
Generally its more realistic and striking to use brush strokes from the middle of the eye to the outer portion of the colored portion. Add yellow to brown eyes, cyan to blue eyes..

redefine the lip shape:
Use paths to define new lips..

A good person to ask would be Grafx since she does this sort of thing professionally. She has some really great work!
