How to turn a black and white photo in color

I have a black and white photo and would like to know how to turn it into a color photo. On the other hand, what color would be use for an African American skin tone. The reason I'm asking is magenta color is sometimes used for a caucasion person to make the skin tone.

Not real familiar with how things work in the forum yet. I tried to upload both of them at the same time, but it wouldn't work, so had it do it the old fashioned way.
