Black and white colorization

In http://www.kirupa.com/motiongraphics/colorization.htm Colorization by redviper. In No. ii when he created a new layer and pick the blue#0066FF, where did he get the colors from to colorized the black and white photo of the couple tied to the tree?

i imagine he just picked something from the palettle, probably just arbitrary, but blue because those are blue jeans. but, you'd have to ask him/her to be sure.
