Untrue, it can be done on any skin, as long as you do the basic clean up first, and do the dragan effect at the very end of retouching.

My amateurish attempt at a simple solution..Pick a color, new layer, set mode to Linear Burn, Paint , mask, adjust Opacity

after clicking Gif... give it a couple seconds to change

Based on light one, I made a group, masked out for the skin, then made a channel mixer, set to luminosity, doubled up the layer to give a stronger effect (you can set first one to multiply and only have one adjustment layer, but it also brings down the lightest parts of the skin, doesn't preserve the highlights). Then just one curve for color adjustment, and that's it.

P.S. Darker one is the multiplied one.
