you said you wanted 'wind blown hair', but what i see is added hair. so, i'm a little confused here. do you want wind blown, added, or a combo of both? and if wind blown, then, by how much do you want it to look blown, a wispy wind or a hurricane or something in between?
ok, regardless of my questions, i'll try to answer a bit here. there are 'hair brushes'... no, not that kind. the kind i'm referring to are paint brushes that will simulate making hair. that's one possibility. another would be to find examples of hair in other pictures that fit with what you want and cut and paste those into this picture in the style you want them. and yet another way would be to cut out the hair in the current picture, doctor it a bit and then paste it back in how and where you want it. and yet another way might be to draw in your own hair with a brush on a blank raster layer and use a blend mode to meld it into the original picture.
and, if what you really wanted was just add-on hair, like with what you've done, then the biggest thing i see 'wrong' with it is that it's tremendous amount of hair for one head. i'd simply cut the width down a fair amount. also, make a copy of your original image and rotate it to an angle that the hair is going to fall in your original. then simply clone the hair in from the copy to the original and dust it up a bit. shld look pretty good.
