Hi all, actually Im trying to make enviromet like this. Anyone know plugin to make this or anyone know a technique to simulate this enviroment?

Hi,

You don't need a filter for this. Just draw a circle with the selection tool, then fill it with a colour of some sort, then free transform the circle and change the blend mode. The person who put this together also added shadows at the bottom of some of the circles, plus he/she filled the circles with different colours.
