How to smooth out uneven color on face

This photo was a black and white that I had hand colored. I had noticed that the color was uneven. There are lots of reddish spots around the hairline, neck etc. How can I smooth out those uneven colors. Thanks.

Try either the guassian blur or the noise/dust & scratch filer with a mask to reveal the eyes and nose and mouth.
I tried both and I like the guassian one better.
