how to create this photo effect?

hi im trying to create this photo effect...but im not sure how to do so.
can anyone please guide me. im new to photoshop..currently im using photoshop cs2

Something like this?

Convert picture to greyscale, create new white layer, set opacity to 65, you're done.

Hi ahkit81 and welcome could you post a bigger photo as not quite sure what the style is you want IF this is it it is simply

image >adjustment > desaturate
make the background a layer by
double clicking on the layer ( in the layer pallette )
reduce the opacity to 50%
and Flatten

Well that is one way there may be others, but do post a larger image help is here if you need it and very cute baby
