Is it possible to change the eye color from dark to light blue? I don't have photoshop, but I have paintshop pro 7 or 8, so maybe someone could tell me how I could do that? thanks
I don't know if this is a light enough blue for what you wanted. Also, maybe too much of a purple cast. I just selected the eye and subtracted the pupil center and changed the color. I use Photoshop CS2. I am sorry but I know nothing about Paint Shop Pro. so I can't recommend any tools, but others at this site should be able to help.

Sorry, I don't use PSP either but in PS there are many ways to do this. For this image I used the Color Replacement Tool in PS CS2 and about 1 minute to recolor the eyes.

I'm sure there are a number of ways to do this but one way is to:
1) take your lasso tool and outline the iris of both eyes
2) then go to adjust > Hue Saturation...here you can adjust the Hue to get the blue you desire.
To change colour of eyes open new raster layer , blend mode soft light.
On this layer using the airbrush apply the required colour over the eye. Don't worry about going beyond the eye as this can be cleaned up with the erase tool.
Then set the opacity of this layer to give the correct amount of colour.
Then merge the layers

Select the eye area, desaturate, duplicate the layer, on the first one curves to get the gray color darker, on the second (the duplicate one) lightened grays with levels getting the gray almost equal then variations one click on cyan, one click on blue, on click on lighter, then Hard Light at 50% opacity. On a new layer, with the eye selection fill the eye with white, then Soft Light at 60% opacity. New Layer, keep the eye selection and paint with a darker gray blue only at the edges, this layer on Multiply at 40% opacity and the result is here...
Must play 'cause each eye's different. Hope this helps.

I am a user of Paint Shop Pro, like Photoshop there are many ways to change eye color but I've found that the following technique is the easiest and allows the most control.
1. Open your image and duplicate it or copy it this saves
the original.
2. Create a new raster layer Layers>New Raster Layer when the dialog box opens set blend mode to Color or Color Legacy if your version has it.
3. Select a color make it a dark version of the final color you want.
4 Select the paint brush and adjust the size to about 2 or 3 pixels, opacity 100 this is to outline the eye.
5. Select the same color but lighter hue and resize the brush to the size of the eye, opacity 100 and click.
You can stop here or continue to add color which is what I did in the example. If you stop here play with the opacity slider of the Raster layer to get the blend you want also play with the blend modes of the Raster Layer for different affects.
In the example I used dark blue, a lighter blue, green, and yellow. The green and yellow were painted at a lower opacity about 25%. I settled on the Layer Blend Mode Color set at a 54% opacity.
6. When you're satisfied do a merge and you're done.
