Does anyone know how to make my pictures like this?

Do you have PS?
To get started, make the image desaturated or grayscale.
Apply curves and pull upward to lighten the image until you get the high-key effect.
Then you can play around with white paint brush, burning the darker areas etc.

in the tutorial the command to transform to B&W is for sure thr Channel mixer with the monocromatic option on.

The brush is probabily custom made, small point that make thin lines..
