Exclamation Resizing IMAGES WITHOUT LOSING QUALITY?!?!?!?!

Hi everybody! =)

Well I work with CS2 and also CS3 and I really enjoy retouching photos(I am not really good at it) and all that...and something I am interested in learning is resizing images without losing its quality what filters, tools would I have to use in order for the picture to look very good???

Photoshop: If you have a tutorial that would really help =)

I remember seeing a recent tutorial at the Radiant Vista site in which the author recomends using the CS2 own image resizing feature for upscaling images, went to look for it but couldn't find a link to it, sorry about that. But the main thing is that he recomends using the Bicubic Sharper option (found in the drop down menu beside the Resample Image checkbox within the Image Size window thinggie). The author claims to have tested it and compared the results to various options and found it to be... I'm not sure about his wording here, but lets say good enough for being an integrated tool, is what I recall.
Anyway, I did my undereducated test and it did a good job for me.

increments of 15-20% of final desired size, and add an unsharp mask at each interval except the last.....depends of course how big you are trying to go...there are limits.
