Improving The Quality Of A Picture!!!!!! (AMY DRESSER)

Hi again,
I was looking at Amy Dresser's portfolio and I was looking at a picture and she removed the noise away she improved the girls skin, shirt, lips, the clouds, grain etc.... I was very suprised because the final product looked great!!
If anybody has an idea of what she did can you please post it (please)
here is the picture...

are you sure she removed the noise away? It could just be that the file was huge, she cleaned it up, and when sized smaller, it just looks clearer.
