Shoot with a relatively long shutter speed and zoom out during the exposure.

Try duplicating the bkg, distorting it, I used perspective free transform, motion blurring it and then adjusting the opacity of the layer to taste.

Looks more to me like about a 35% radial blur filter, set on zoom. That renders the effect of zooming at a slow shutter speed.
