How can i do this?

Here you have a link with a rollover image.
How can i get that skin tone and how can i get that overall effect?

You can try making a selection in color range of your reds (skin tones)
Then on a duplicate layer create a mask from that selection. On that layers image use smart blur to blur the skin to look smooth. Now lower the opacity until you get the affect that you like.

In addition...
* "lighten" whites of eyes
* enhance the catchlight in each eye
* fix circles under her eyes
* boost overall contrast with curves
