How was this done?

I do apologise for this being my first post and have never participated although I have learnt a lot from this site. I am a novice to both photography and editing.
I admire the technique used in this photo and wonder if someone could direct me to either a program or technique that would do this.

It's not a bad question, but it's like showing someone a picture of a chocolate cake and asking how it was made. Without being able to see the "before" (it was manipulated) image, it's difficult to accurately speculate how the artist arrived at the "after" final result.

There's an expensive plugin called LucisArt that may have been involved; perhaps the Corel Painter program was used. There is a popular technique called "paint with light" that may have played a part.

Do you have access to the original?

Thanks Danny but I don't have the original as I asked the person who did it and she said she deleted it. Obviously she doesn't want to share the information. I was thinking of LucisArt too and I have been reading about paint with light. I too am sorry I couldn't see the original but I guess she deserves her privacy and I will just have to study different techniques for myself. Thanks for taking the time to answer. fredyr
