Can we make this image look current or decent? all suggestions welcome. be creative as you want to be.

Would it be possible to post a larger picture? While not an expert, I doubt if much can be done with a picture that size. I have added a cropped and slightly enlarged photo--slight sharpening.

I had to downsize it to get it on this site. I can post it somewhere else and provide a link I guess. I will look into that.

hi,
just a little tip....
all that white area in the background not needed.... just crop that out from the orginal and save.... and at that point you should be able to have something that close to 100k and yet have a larger picture.... to work with...

note: with most scanners you can draw a box around the picture it self.... and only the picture is scanned not the entire plate area......... don't need to scanned the whole plate area...
