How to achieve this effect... (sample pic)

Hi!
I've been looking through other people's pictures for a while now, and I'm absolutely fascinated with the effect seen on the pic below:

I mean the "halo" or brightness around that girl... It's totally amazing, and I'd love to make my pictures look similar
I have two questions, one is dumb, the other might be a little smarter
1. What is the technique called? Does it even have a name?
2. How to do this?
I realize you probably need some layer work, dodging/burning etc... if someone could write it down for me, like a total idiot, I'd be very grateful. Even a link to some tutorials would be cool

The pic is so tiny I can't make out what you are referring to. You link the thumbnail by accident?

Good ol' dodging. You can either use the dodging tool or do it via a curve ajustment with a mask.

she was extracted and pasted into another layer
in a layer bellow that one, DRAW a big ball of white with a soft brush, Overlay this layer, play with opacity.

Done!

Just use Adobe Photoshop Lightroom

There s adjustment of

Exposure +1.0
Recover : +20
Fill Light +50
Black +20


Contrast: +20

Saturation: 0

But it still depends alot on your original exposure!
