Want to learn - How would you improve this picture?

Hi all,

I'm currently using Paint Shop Pro XI (and hopefully switch to Photoshop soon) and have been practicing photo restorations and retouches in the hopes of providing this type of service in the county I live in (it's not a big one, about 35,000 people). Anyway, I'd appreciate anyone willing to take some time to show me how they would go about improving the attached picture. It would give me some ideas on how to do others similar to this one.

i think this is more of restoration/colorisation...maybe mov ethe picture to restoration forum? you will probably get more info/help and advice on the matter...

This image has severe posterization besides blown highlights, lack of detail and yellow stains. After desaturating, I would duplicate the background and run a gaussian blur until the poster edges are not visible (8 - 10). Then add a hideall mask, and paint back on the mask white with a soft brush on all the unwanted poster edges, avoiding normal edges as much as possible. I suspect this would look more like a new painting than like a restoration...
