Laser FX

I've been trying to duplicate this FX for a website, I got all figured out and even with better results, but the problem is the 'LIGHT STAR' where source of light is coming out...
Please suggest me how can I do this?

Re: Laser FX

use the lens flare filter for the center and then use the 4 point star brush in the "assorted brushes" included with photoshop...
