i dont think you have any chance.

there is no detail left in the images.
if the damage was in 1 color channel then it could have been possible but all colors are effected in the same way

If by fix it you mean remove the color cast and the noise, the answer is yes. I assume that the face has been deliberately mask for privacy purposes. However, if you really are trying t o restore the missing facial features then there is not enough useable image detail in that area - at least in this image.
