hi all, anyone know how to achieve this effect? is it blurring and smudging?

I could be wrong but I doubt that this started life as a photo. I think it was created in a 3d program like poser.

yes she is very famous fashion model and quite beautiful I might add.
The effect is called Smudging and there are a million tutorials on how to do it.
Do a search on Dpreview.com for Scott Beard I think or Smudging or Illustrated look and you will find days of Posts to read and try out...:+}
