Does anybody know how does this do?

Hello, I am obsessed by this type of treatment and I would like knowing how it is done, request someone says to me or let's speak to a tutor to obtain this effect, thank you

This is not a tutorial, but tries a stong gaussian blur, add noise and desature the image. Maybe it be equal.

I think he used :-

(1) Surface blur

(2) High pass sharpening with add noise.

Not sure about color tone.

Hola Carlos I'll try to explain you what I do to get similar tone tune using CS3.
I'm not sure if is the same effect but it looks quite similar to me.

1.Open image and Ctrl. j to duplicate layer two times.
2.Now we have Background, layer1 and layer1 copy. Change the top layer to softlight blending mode.
3. Go back to layer 1 and apply the black and white adjustment layer on the button of the layers pallet.
4. One's the new black and white window apear. Start to play with the differents channels to get better effects than the original b&g converssion.

I’ve borrowed the pic from Diego81- thanks.
I worked first with curves to bring some similar colors, next I used a Layer Style>color overlay (with a dark brownish color), then
selectively I did some work with a smudge tool (set to 2)+ some High pass.
At the end a little of DB.
