I ran the picture through Focus Magic. The blue/green jacket seems to have improved focus. Didn't spend much time on any other part of the image.

Thank you I haven't corrected the colors or levels yet since im still tweaking it a little for my client He had a few minor things he wanted me to tweak.

Yep, this is true. When something is as blurry or outta focus as this image, it is doubtful that PS or any other image editing software has much of a chance of restoring it to a better or sharper focus. USM can only help so much. I would tell the client the truth and see if they may have another image of the boy that you could tweak. You could possibly paste another in focus face as an option. That may work, it may not, but sometimes can be successful in a pinch
