I'm not sure if you'll find anyone to just do it for you. But, there are a couple of things you may want to look into before you find someone.
- see if you can obtain a higher resolution version scanned in color, not black & white;
- you'll need to find an external site (free) to post the high res version, as this site has a 100K file size limit, which will not yield a good result;
- see if you can also get it scanned without the streaking. Use a flatbed scanner, not a photocopier. The streaking will make the job much more difficult.

Best of luck with it. It's a nice photo and looks like it could be restored very nicely if you follow the above instructions to help the restorer.

I had a quick crack at it. Could have done better with higher resolution but hope it helps. I’m trying to prep for my own families restore project. Thanks for the practice.

1. Set the correct white and black with curves.
2. FFT/IFFT to get rid of lines
3. Decrack action found somewhere in these forums
4. Patch, clone, heal rest of big cracks and blemishes
5. Very light surface blur for rest of cracks
6. Copied both right eyes and pasted into left eye place
7. Exposure adj, masked to only darken what was needed
8. levels adj to set grey point
9. D&B to contour
