retouch question-sample photo included

Happy New Year to everyone with lot of new photo-retouch-s in the future....
I will start this year with this sample photo in addition and the question:
How can I have such final result of the photo. Is it possible to do it only with PSD tools since I do not have plug in extra added.
Is this a partial HDR processing or not... is there any tutorial to anything very similar if not the same...
Would appreciate your input and help....

First I would recommend to ask the photographer in MM.

I see he used some type of blur technique look at the difference near her hands.
Second I'm thinking the original photo is taken with a ring flash because of the wraparound on the light.
