Spookyvision/Grungy pictures

I've been trying to achieve this kind of washed out smoky effect for a while, but mine never comes out the way I want them too. I've tried searching all over for a decent tutorial on the subject but since there are ten to fifteen different names for the kind of effect I want it's been like swimming upstream... very tiring.

I'm looking for approximately that effect but slightly less grey... lesser opacity on the effect layer obviously but I can't even get the effect right.

Help anyone?

Here's a thought for it, try adding a texture then changing the blend modes and reducing the opacity to suit.
there are hundreds of free textures out there it is just a case of finding the right one ! !

thank you, was actually thinking more along the lines of developing fluids gone bad. Used to do them intentionally at school while shooting on film.
